Obama: 'Common Sense Regulation' on Gun Owners' Rights

ABC News' David Wright, Ursula Fahy and Sunlen Miller Report: After another campus shooting, this time in his home state of Illinois, Democratic candidate Sen. Barack Obama offered thoughts and prayers for the victims and their families.  But no new ideas for gun control.

"Today we offer them our prayers, but we must also offer them our determination to do whatever it takes to eradicate this violence from our streets and our schools," he said.

But Obama has been careful, throughout the campaign, to play down the issue of gun control, no doubt mindful that to do so would alienate many of the independent and Republican voters he is hoping to win over. 

In fact, in the speech Obama gave immediately after the Virginia Tech shootings last April, he never uttered the phrase "gun control."

Today Obama reiterated his support for tighter enforcement of laws already on the books – such as stronger background checks and enhancing programs to trace the provenance of guns used in crimes.  He would also seek to close the loopholes that currently apply to firearms purchased at gun shows.

But asked today about the DC handgun ban currently being reviewed by the US Supreme Court, Obama declined to take a position for or against its Constitutionality but did express broad support for the rights of local jurisdictions to make such decisions for themselves.

"The city of Chicago has gun laws, so does Washington, DC," Obama said.  "The notion that somehow local jurisdictions can't initiate gun safety laws to deal with gangbangers and random shootings on the street isn't born out by our Constitution."

Obama often boasts, in his stump speeches, that he would be a President who understands the Constitution because he has taught the Constitution.  Today a reporter asked for his interpretation of the 2nd Amendment right to bear arms, which gun owners often cite in their arguments against gun control.

Obama said this: "There's been a long standing argument by constitutional scholars about whether the second amendment referred simply to militias or it spoke to an individual right to possess arms. I think the latter is the better argument. There is an individual right to bear arms, but it is subject to common-sense regulation just like most of our rights are subject to common-sense regulation. So I think there's a lot of room before you getting bumping against a constitutional barrier for us to institute some of the common-sense gun laws that I just spoke about."

My guess is that over 75% of those bashing Obama here are Republicans.

I still haven't decided who I will vote for, but most certainly it will not be for an idiot who has loaded his team with the same neocons who lied this country into a bankrupting occupation of Iraq (that was no danger to the U.S.)and who makes jokes about bombing another Middle East country that is no danger to our country. We have thousands of nuclear warheads and the means to deliver them - Iran may be trying to build one. DUH!! Hanging with neocons seems to have the same effect on one's brain that eating lead does!

I agree that states should make their own gun laws. That way if you don't like your state's gun laws, you can try to get them changed through politics or move to another state. BTW, there are approximately 900 million guns in this country - there is no way to collect them all without a bloddy revolution.

So obama is afraid to politicize a tragedy in his home state, but was real quick to politicize the death of bhutto. oh wait, that is because politicizing the death of bhutto was an attack against clinton - helps him win the whitehouse. If he could have turned this tragedy against clinton, he would have said more.

Again, oh the hypocracy of the obama campaign. It is real easy to find, just start searching.

I was an Obama supporter in the beginning. I loved to listen to his speeches- he is an incredible orator. It took about three days after the event I attended to come down off of the high. Once it was just Hillary and Obama debating- I knew who I had to give me vote to - Hillary. It was a struggle- but I have been down the Hope path before with John Edwards. Senator Edwards is a great speaker- but can't hold a candle to Senator Obama. I believe Senator Obama will make a great President someday- but right now, I am supporting Hillary.

More gun control is wack! The criminals committing crimes are not buying guns legally! To put stiffer regulations on us law abiding citizens = better targets for the criminals. WAKE UP!

Well, I think that in the US he might be for these "common sense regulations" but if you look into his top campaign contributors, you just might notice that the near the top are arms dealers. So I guess as far as other countries, dictators and what not, he's not against any regulations! Anyhow, back to the US. Who would be inclined to follow gun laws, or gun restriction laws? Law abiding citizens.

Be careful in critizing Senator Obama. He might use his his super weapon which he has handily used in cohorts with the media ----- racism.

Don't you see how they destroyed President Clinton? Suddenly, in the eyes of the naive americans Clinton is a racist. Forget all of the things he has done for the upliftment of the black poeople. Forget the Katrina fund that he started for the welfare of people in Alabama, Mississippi and Louisiana.

Blacks who favored Obama over Clinton in those states should be ashamed of themselves for being racis. They vote for a candidate based on color, not accomplishment. Some sense of gratitude.

To bear arms in the eighteen hundered is different than it is today. There was no automatic weapon, and only few needed to have or afford or were not fast shooters to save themselves. one. As time went on it failed in the hands of bank and train robbers, drunkards and gamblers, and then it came in to the hands of Mafioso's, and now it is the Latin drug curtail and inner city gang drug dealers, that are responsible for most of the killing.
On the average a hundered young Americans are shot dead in all the major cities. However, it is the death of a few students are killed by one of there own that sensitized us to visit the problem and the solution.
Obama is not going to change all the ills of this country over night bumping with every body. He is smart to get the priorities straight. He will ask you to tell him which malady needs to be be operated from your body.
Obama can't sing he needs a quire to his pulpit. He never said it is easy to change America himself, but to teach America to make the change. No one can make a Muslim or a Jew to eat pork even if their life depend on it or love one another, it will take a lot of time and effort.

Every man is a little crazy it is a matter of relativity. I don't even trust my wife to go to sleep at night after the occasional fight, to leaving a pistol by the bed side.

Obama needs not only a conscience but some #####. As a democrat, this is what pops a red flag for me, his willingness to cave into a perception of fear for political expediency. Obama's talk of partisanship might just be something we democrats might come to regret, with his watering down any legislation to the point of it being meaningless just so he can show we can all get along. Tnis doesn't bode well for really ending our involvement in Iraq either.

How could this possibly be misconstrued as not taking a position? Obama said: A-An individual has a right to bear arms, and B-Local Regions and States have a lot of room to form their own laws before the bump up against the constitution.
Senator Obama also said that he wants to strengthen and better enforce the laws already in existence. WHAT ABOUT THIS IS UNCLEAR? It's what he said, right up top of this page.

I do not now,nor will I ever trust this person(Egobama).He is too evasive and arrogant.Talk about living in a bubble(Bush)all these people who support this person are living in a large bubble.He tells them he is going to preform a miracle and bring the people together.He has divided the Democratic party as it never has been before.He is the one who started using the "race"card,not the Clintons.The Clintons have done more to aid the advancement of African Americans than any other President.This just shows their complete lack of appreciation.They are so power hungry that they will do ANYTHING to elect this person.They are voting excusively racial,with total disregard to competence and the good of the country.Disgusting in the extreme.

Clinton supporters are just waiting a little tiny opportunity to jump against Sen.Obama. This 'gun control'issue needs to be up for national discussion and/or referendums allowed by the Constitution in every state. It is not as easy as it seems, so those ready to criticize think first before you write!

Im a Republican, however I ll have to vote for Obama, I m tired of the statis quo, to me he is the only answer, maybe a fresh start, really I wish there was another canidate but there is nt, I always hear the Clintons, Bill in reality got us into much of this mess, nafta, gatt etc. I m sorry but it s Obama for me. and many of my coharts feel the same, We need fresh ideas, a new direction, sometimes I get worried about the new world order, I hope Obama has nt been polluted yet,

Obama wants to be everything to everybody. He tries to avoid taking a stand on any tough issue. I liked his message at first but after a closer look I'm not so sure now. Not liking what I see.

Lee Davis makes the comment below that this story "distorts Obama" and that he just didn't want to "politicize the tragedy." Are you kidding me? It's not politicizing the tragedy to say that this incident and many other acts of gun violence could be prevented by strengthening gun control laws and if I am elected president this is what I would do. If I had loved ones killed in a tragedy like this that is exactly what I would want my presidential nominee to say. Come on, the guy bought 4 guns (3 hand guns including a Glock) at the same shop within a short period of time. Why on earth would you need that many guns? Pheasant hunting? Eminent apocalypse? In fact, Obama was the one politicizing because he didn't want to offend potential pro-gun rights supporters! They say Obama is the 21st century JFK but, I don't see any conviction in this man. I am still waiting for Obama to explain how this "Change" he keeps talking about is going to happen! At least Hilary has the resume and the plan for how she is going to accomplish what she says she will do.
